Black on White Green Cards authorised by Council of Bureaux – printing on green paper no longer a necessity subject to UK Parliament approval.
BIBA have advised that The EU Council of Bureaux has authorised national motor insurer bureaux like our MIB to issue green cards that are in black ink on white paper from July 1st 2020. However, to enable this a change to UK legislation needs to be agreed. This could be achieved by a negative statutory instrument being put through Parliament. It means the necessary changes would be made unless Parliament objects within 40 days of an agreed enactment. The agreement and a date is yet to be confirmed by the Department for Transport.
Green Cards are not required for UK drivers in the EU before the end of the Brexit transition period, 31 December 2020. At that point the EC must have approved the UK’s membership of the EU free circulation zone or UK motorists will be required to carry green cards for travel from 01 January 2021.
BIBA urges insurers to adopt the use of annual green cards for motorists and hauliers in Northern Ireland if the UK drops out of the EU free circulation zone. The use of temporary green cards for cross-border Irish traffic would create significant administrative inefficiency and expense. This is at a time when the consequences of COVID-19 will still be felt in every home and business.
Please note Green Cards are still required now for regions outside of the COB jurisdiction.
